Job Description

As the Manager Corporate Policy, you will be enabling and overseeing Central 1 Credit Union’s (“Central 1”) Corporate Policy Framework.  The position is responsible for creating a clear approach to the development, implementation and management of all Central 1 Policies and Management Standards so that policies/standards are developed and implemented in an efficient and consistent manner.  Manage Central 1’s process for approving Policies, including the governance arrangements for formal ‘sign off” of a policy document and any revisions thereto. Develop and implement a training program to promote and enhance compliance.  Develop and implement a communication plan promoting the Framework and outlining accountability. Provide advice, guidance and support to all employees of Central 1 on the interpretation of the Policies and Management Standards. 

Your primary accountabilities will include:

  • Defining, developing and implementing Central 1’s Corporate Policy Framework;

  • Working in close collaboration with key internal and external stakeholders, including business-line management and regulatory authorities, and drafting Policies and Management Standards;

  • Analyzing provincial and national legislative developments and policy issues as to their impact on Central 1 and identifying the need for new Policies;

  • Monitoring, reviewing and evaluating current Policies and Management Standards, ensuring that such Policies and Management Standards are updated as required to reflect current needs, best practices and applicable laws and regulatory requirements.

  • Maintaining a high degree of understanding of the various departments and their particular business profile, internal changes and trends, and proposing new Policies as required.

  • Overseeing the consistency and alignment of all Policies and Management Standards and providing oversight and advisory support to business units.

  • Developing and implementing training programs to assist in the implementation and understanding of Policies and Management Standards.  Liaising with subject area experts in developing and conducting training programs. 

  • Monitoring emerging trends in the payment industry to proactively assess the impact to any existing Group Clearer policies and management standards and providing recommendations for action.

  • Providing direction, guidance and support to a small team of staff on developing Group Clearer policies management Standards and processes that are aligned to the Group Clearer agreements and overall strategy and are effective and mitigate risk to the organization.

  • Providing leadership and direction to direct reports through communication of key priorities, goals, objectives, performance reviews, one on one coaching and mentoring, to assess individual development and training needs.

  • Preparing and presenting reports to the Exectuive Leadership Team, Board Committeess and the Board of Directors as applicable.
  • Establishing annual business and resourcing plans and  working collaboratively with Finance to manage the departmental budget.

 

Qualifications

As the ideal candidate you possess the following:

  • Undergraduate degree; LLB law degree or equivalent preferred. 

  • Five years or more experience in a legal, policy, governance or regulatory environment  

  • Excellent communication skills, both orally and in writing

  • Must be able to draft clearly, effectively and concisely

  • Adept at interpreting and analysing Policies and Management Standards, and has a solid understanding of the mechanisms and interactions of Corporate Policies.

  • Proficient at interpreting and analysing legislation.

  • Ability to function well in a team and the ability to develop innovative approaches to addressing Policy or Management Standard concerns.

  • Able to make timely and practical decisions to assist in the efficient running of the framework.

  • Detail oriented, organized critical thinker with strong analytical skills.
