Introduction

Healthcare and Municipal Employees Credit Union (HMECU) is a financial institution with a long history of providing superior financial services to local members. We are looking for an experienced and dedicated Chief Financial and Risk Officer (CFRO) to join our organization in our Hamilton Head office.

Position Overview

The CFRO will be responsible for leading and managing all financial, regulatory compliance, and risk management functions of the organization. This role is critical to the success of HMECU and requires a high degree of accuracy and attention to detail. The CFRO will report to the President and CEO and will work closely with the Senior Management team and other stakeholders.

The CFRO will manage the corporate financial performance of the Credit Union by developing and implementing short- and long-term strategies. As part of the Executive Management Team, the CFRO will work actively with the board in the development and implementation of Credit Union strategic goals; work with management to develop tactical plans designed to achieve strategic goals; and will prepare the necessary business plan and budgets to achieve the tactical plans.

What you’d be doing:

  • Develop and maintain a sound internal control environment.
  • Oversee the preparation of financial statements and provide interpretation and analysis to the Executive Management Team.
  • Oversee the preparation of regulatory reporting.
  • Develops, recommends, and implements changes to policies and procedures in the areas of administration to ensure compliance with application regulations and laws.
  • Develop and maintain a strong relationship with external auditors and stake holders.
  • Monitor and manage the Credit Unions financial risk, including but not limited to: Interest Rate Risk, Capital Risk, Liquidity Risk, and Foreign Exchange Risk
  • Develop and implement strategies for increasing profitability and reducing costs.
  • Develop and maintain the budget and forecasting processes and monitor the overall credit union performance.
  • Manage and evaluate the financial and operational systems of the Credit Union.
  • Analyze investment opportunities and manage the overall investment portfolio.
  • Participates actively at the senior management level and Board of Director level in the development and implementation of strategic plans.
  • Sets and administers the rate structure in conjunction with the CEO.
  • Supervises, mentors, and coaches the Finance and Accounts Payable Team.
  • Responsible for providing overall direction, control and planning for the audit, risk and internal controls for the credit union.
  • Key executive management representative to Board Audit Committee and other Board Committees as assigned.
  • Lead the Asset Liability Committee (ALCO).
  • Oversee compliance function.
  • Manages corporate enterprise risk relating to areas such as anti-money laundering/terrorist financing compliance, and other related legislation; keeps current with and ensures credit union compliance to legislation.
  • Develops and implements risk policies and programs relating to areas such as loss prevention and business continuity.
  • Oversees the monitoring, investigation, and tracking of internal control processes and losses due to fraud, forgery, and theft.
  • Manages relationships with external regulators.
  • Other duties as assigned.

Skill Requirements

  • Accounting designation (CPA) required.
  • Minimum of 8-10 years in accounting and financial experience.
  • Proven experience managing financial and risk functions.
  • Proficiency in financial modelling, forecasting, and budgeting.
  • Knowledge of banking regulations and compliance requirements.
  • Knowledge of DNA Banking System would be considered an asset.
  • Excellent organizational, interpersonal and communication skills
  • Ability to work independently and take initiative.
  • Excellent planning, budgeting, and organizational skills.
  • Strong people skills in working and developing relationships with stakeholders, staff and members.

You will work collaboratively with team members and will be involved in a range of compliance activities with primary responsibilities for compliance regime training, reporting and record keeping, including reporting to FINTRAC. This role will respond to enquiries, assist in developing and implementation of policies and procedures related to compliance, risk and its related activities as well as provide support in absence of the Manager, Compliance.

What We Are Looking For . . . . .

To be considered for a Compliance Specialist position you must have post-secondary education; plus, two to four years of job-related experience, or an equivalent combination of education or experience. A CAMLI designation or an Anti-Money Laundering professional designation is preferred or a commitment to obtain one is required.

This position requires exceptional communication skills, problem solving skills and the ability to develop and maintain strong working relationships. You must have detailed knowledge of compliance policies, procedures and practices and detailed knowledge of regulatory, legislative and technical environment that impacts the credit union (Proceeds of Crime Act & Terrorist Financing, Privacy and Market Code). You must have working knowledge of Microsoft software, basic understanding of accounting principles and financial management. Working knowledge of credit union banking system software and credit union products and services will be required for this position. A demonstrated commitment to continuous learning and development is required.

Reporting to the CEO, the Senior Project Manager oversees and manages projects that provide customized solutions for member credit unions. They are accountable for managing projects with member credit unions that span multiple subject matter areas such as:

  • Governance
  • Risk Management
  • Regulatory Compliance
  • Financial performance
  • Retail and commercial lending

The Senior Project Manager works with regulatory bodies, consultants, and industry experts to facilitate the timely and cost-effective delivery of the appropriate scope of projects in the best interests of the credit union.

Projects include those that strengthen business practices for member credit unions that are facing a heightened level of regulatory scrutiny or managing specialized consulting engagements for credit unions seeking to improve their risk management practices.

What You Bring

  • You have a strong understanding of regulatory compliance as it relates to financial services, regulation and prudential supervision, corporate governance, and risk management.
  • You are able to communicate complex issues in a simple way and you act with diplomacy and integrity!
  • Your background includes an undergraduate degree, or Professional Certification in Finance, Commerce, or related discipline, and a Project Management Designation and/or related experience.
  • You’ve been doing similar work for ten (10) years or have an equivalent combination of relevant education and experience may be considered.

Manager, Enterprise Risk Management

Position:  Manager, Enterprise Risk Management (ERM)

What’s the Opportunity?

The Manager, ERM will develop and manage a framework to identify, assess, mitigate, and monitor business risks across the organization. This position will manage, monitor, and maintain the overall ERM framework and reporting through the application of effective risk identification methods along with oversight and coordination of mitigation strategies throughout the credit union.

The Manager, ERM will be responsible for ensuring Stride’s operations and procedures comply with legal regulations and internal policies. Duties will include evaluating all current and new compliance regulations, reviewing credit union processes, and assisting with implementation of changes, if required. This position is a resource for compliance and fraud issues that arise at the credit union including facilitating assistance from outside resources for more complex compliance matters.

What you’ll get to do:

  • Establish and maintain a detailed ERM program using internal and external resources
  • Develop a framework to properly identify all risks to the organization, assess exposure, develop, and implement mitigation procedures with monitoring and follow-up established
  • Ensure the organization acts according to the Risk Appetite Statement
  • Develop a reporting process and scorecard of key performance indicators to monitor and audit compliance
  • Implement risk mitigation strategies and procedures along with effective and timely reporting standards for executive leadership
  • Review all Credit Union contracts to ensure risk is controlled
  • Work with all levels of management throughout the Credit Union to ensure and enhance the security of member information
  • Oversee the internal risk audit process and regularly review internal auditors.
  • Ensure compliance related policies (such as AML, FINTRAC, etc) are created, updated and complied with throughout the organization
  • Perform periodic audits/reviews on policy, procedures, and regulations
  • Oversee all fraud programs for the organization
  • Utilize fraud management programs to full capabilities and work with partners to keep apprised of new fraud threats and ways to mitigate risk

Qualifications:

  • 7 years of ERM/Compliance, Management or Audit experience in financial services
  • Bachelor’s Degree in Business, Accounting/Audit or related area or equivalent experience. Postgraduate qualification and professional risk qualification will be an added advantage.
  • BSA/AML Program knowledge or experience
  • Specific Studies in the areas of Risk Management Designation with continuing education requirements, Anti-Money Laundering Compliance and Privacy Officer training
  • Knowledge of Credit Union internal audit cycles, control systems, policies and operational procedures, statutory requirements and the Credit Union Act.
  • Reporting, analytical problem solving and decision making abilities
  • Leadership skills
  • Strong skills in partnering and coordinating with other leaders and staff
