SUMMARY

Under direction from the Chief Executive Officer (CEO), the role of the Manager, Risk & Administration is to oversee the centralized administration and retail credit risk programs for Lake View Credit Union.

The Manager, Risk & Administration ensures overall execution of the centralized administration and compliance program, including the deposit and loan administration, fraud, anti-money laundering, privacy, accounts payable and clearing, and product and procedure maintenance functions. This role also ensures oversight of the retail credit risk program, including delegated lending authority, post review, adjudication parameters, and collections.

KEY RESPONSIBILITIES

  • Design and ensure execution of risk-based audits of deposit and loan transactions, activities, and accounts. Make recommendations for improvement of identified deficiencies/gaps resulting from audits and work closely with control owners to develop and implement solutions.
  • Responsible for the development, application and maintenance of policies and procedures related to AML and Privacy, incorporating industry best practices and ensuring compliance with all AML and Privacy regulatory requirements
  • Designated Privacy Officer and Chief Anti-Money Laundering Officer
  • Ensure various banking system reports (i.e., EM Supervisor reports to ensure overrides are conducted within delegated limits) are monitored as appropriate.
  • Responsible for the development, application and maintenance of a proactive fraud loss prevention program, policies and procedures, incorporating industry best practices and ensuring compliance with all regulatory requirements and industry codes
  • Contributing member of the Executive Credit Committee
  • Oversees the risk adjudication parameters and allowance for impaired loans. Adjust and refine retail loan parameters and provide approval within defined limits or escalate to credit committee.
  • Completes post review of retail credit files, make recommendations for improvement of identified deficiencies/gaps resulting from audits and work closely with retail lending team to develop and implement solutions
  • Maintains the retail credit procedures and recommends updates to the Investment and Lending Policy, prepares periodic reporting on credit activity and portfolio characteristics, and oversees collection activities
  • Leads Administrative Associate in providing payments management and reconciliation, clearing, accounts payable, and general accounting support
  • Supports completion of risk-based assessment of all new products/services and risk mitigation strategies.
  • Contribute to the development of the annual internal audit plan and execution of the internal audit program
  • Prepare quarterly AML, Privacy and Fraud Reports and other compliance-related reporting as requested
  • Responsible for development, application, and maintenance of efficient internal procedures to facilitate compliance with FATCA, CRS, and CASL regulations
  • Ensure reconciliation of registered products, and that all annual tax slips and filing requirements are met.
  • Responsible for research, writing, implementation, and evidenced compliance of branch procedures. This would incorporate any and all procedures required in the branch environment and would reflect all compliance requirements and best practices.
  • Responsible for execution of the annual compliance training program, and conducts additional training sessions with staff on products, services, procedures, and the banking system as required to promote efficiency, compliance and risk mitigation.
  • As requested, assist with matters related to compliance with current and emerging BCFSA guidelines and regulations
  • Ensure completion of all non-finance related credit union system or regulatory reporting (ie. CCUA self-assessment, Statistic Canada questionnaires, CCUA National Data Gathering, various compliance certificates or reports)
  • Assist with ongoing maintenance, updates, and version management for key branch systems

LEADERSHIP & STAFF DEVELOPMENT:

  • Manage, lead and provide direction to the Administrative Associate, Loans Administrators, Member Services Associates, Delinquency Officer and Risk and Compliance Specialist
  • Establish performance standards, evaluate and manage performance of staff through conducting staff appraisals, regular employee coaching sessions and if necessary, progressive discipline.
  • Take a leadership role in creating an environment of continuous improvement by sharing best practices to all staff.
  • Adhere to service standards as they pertain to the position
  • Enthusiastically participate in various internal committees, community involvement and image building of the Credit Union.

EDUCATION AND EXPERIENCE

  • Minimum 5 years’ experience in a supervisory/management function in a financial institution (preferably a credit union)
  • Diploma or degree from recognized post-secondary institute or equivalent
  • Professional certification or experience in project management
  • Proficiency in DNA banking system and Lodestar is necessary.
  • Experience in both commercial and retail banking.
  • Proficient in AML, Terrorist Financing, Privacy and FATCA legislation and the enforcement thereof.
  • Strong proficiency in Microsoft 365 applications

THE PERSON
Education and Experience:

Senior Analyst, Regulatory Policy & Prevention

Who are we?

Credit Union Deposit Guarantee Corporation (the Corporation) is the deposit guarantor for Saskatchewan credit unions and the primary regulator for Saskatchewan credit unions and SaskCentral, together, Provincially Regulated Financial Institutions (PRFIs). We work closely with these institutions to ensure they employ sound business practices to enhance the strength and stability of the Saskatchewan credit union system.

We are seeking a confident and highly motivated professional to join our Regulatory Policy and Prevention team. This team is vital in fulfilling the Corporation’s vision of instilling confidence in PRFIs. What you’ll do:

As a member of the Regulatory Policy and Prevention team, you will collaborate with a dedicated team of professionals working closely with both internal and external system partners to uphold our mandate of fostering confidence in PRFIs.

Key accountabilities to the position include:

  • Research, develop, and implement regulatory policy initiatives for credit unions, including inputs to the Corporation’s crisis management framework and deposit guarantee fund initiatives

  • Proven knowledge in policy development, financial analysis, and reporting; strong research, communication, and writing skills are required

The Small Business Advisor has expertise in credit analysis, financial advice, portfolio management and relationship management to contribute to the success of our members and the growth of our credit union.

We are looking for candidates with excellent communication and interpersonal skills, a strong ability to provide knowledgeable and timely advice, and a commitment to delivering exceptional customer service by effectively utilizing our products, services, and omni channels to meet our members’ needs. The key responsibilities for this role include:

  • Foster strong relationships with small and medium size business and agriculture members, providing ongoing financial guidance and support
  • Work closely in a collaborative team environment with all staff to meet members’ financial needs (known and unknown)
  • Provide and cross-sell high quality financial products and services through proactive contact with the intent of increasing member wallet share

Advisor, Business & Ag

As an Advisor, Business & Ag, you are part of a cohesive team of passionate and skilled professionals responsible for the management and growth of an assigned portfolio of commercial and agriculture customers (members). This position focuses primarily on agricultural and commercial lending relationships. You uncover the needs of our members, analyzing information, and delivering personalized financial solutions that prove instrumental to their success. You proactively pursue and attract new business, consistently delivering exceptional high-quality service and advice in your areas of expertise.

What does a typical day look like?

  • You will engage with commercial and agribusiness members to understand their goals and advise on lending & other financial needs,
  • Building, maintaining and enriching relationships. This includes in person and via periodic calls, sharing information on industry changes, retention through reviews, visits, following up on products sold, additional sales, and referrals to other specialists,
  • Understanding financial statements and analyzing financial information, credit underwriting, and reviewing accounts within your portfolio to ensure terms and conditions continue to be met,
  • Promoting our credit union within the community through various activities such as business development, volunteerism, phone calls, emails, and participation in campaigns.

Qualifications:

  • Related post-secondary education (e.g. Finance, Business, or Economics), and 3 years of job-related experience in Canada. Equivalencies considered,
  • Grasp of lending requirements, guidelines, and regulations,
  • Working knowledge of third-party report requirements,
  • Previous experience working with Microsoft Office products and virtual meeting tools. The ideal candidate will be proficient with DNA, Valeyo, and CRM (Customer Relationship Management) software.

 Position Overview

As the Member Service Supervisor, you’ll meet team sales goals for the assigned area through sales coaching and member relationship management tools and techniques. You will manage the day-to-day operation of the member sales and service area including overseeing branch deposit functions to support the credit union brand as well as the application of safeguarding and security precautions and branch treasury functions. You’ll supervise and provide daily direction to member sales and service staff to ensure the effective provision of quality member relationship services, to maximize revenue generation, promote growth and to help members achieve and maintain their financial health. You will also recruit, orient and train team members.

Schedule Description

Permanent Full-Time – 37 Hours per week

Tuesday-Thursday:          8:15am – 4:45pm

Friday:                                8:45am – 5:15pm

Saturday:                            9:30am – 2:30pm

Education and Experience:

  •  Completion of a one-year post- secondary certificate in business administration or operations management in a college or technical school environment.
  • Candidates require a minimum of 5 years of related member service experience in a financial institution including at least 2 years in a Senior Member Service position. Our preferred candidate will also bring 1 year of experience in a first-line supervisory role.

OR

An equivalent combination of education and experience.

Successful candidates must also demonstrate the following:

  • working knowledge of supervisory skills such as scheduling and work assignment, recruitment, and performance management
  • ability to provide leadership, coaching and mentoring to an assigned team, and to motivate continuous learning and performance development in others.
  • knowledge of and ability to administer a Collective Agreement within the day-to-day operations of the branch.
  • working knowledge of credit union deposit products and services
  • sound working knowledge of the current banking system
  • success in responding to member enquiries and providing a high level of member service
  • PC literacy including Microsoft Word or other word processing software, Excel, or other spreadsheet application
  • demonstrated proficiency in oral and written communication skills and the ability to project a courteous, professional image

Annual salary commensurate to education and experience.

Current annual salary range:  $62,659.00 – $78,323.00

Current annual salary range: $68,500 – $85,000

Education, Experience & Designations

  • Bachelor’s degree in information technology or related field
  • 2 years’ experience as a Business Analyst, with a strong track record of delivering successful projects OR an equivalent combination of education and experience
  • Certified Business Analyst Professional (CBAP) or Certification in Business Analysis (CCBA) designation is an asset
