MANAGER: APPLICATION DEVELOPMENT – Remote and Trail, BC

Reporting directly to the Vice President: Technology Solutions, the Manager: Application Development is accountable for the development and implementation of software solutions, which will enhance the functionality of the banking system and other enterprise-wide systems.  The solution set includes integrations to 3rd party software and services. The incumbent will achieve this through:

  • The management of the application development team
  • The management of contracted development resources
  • The management of the application development process
  • The management of requirements backlogs in collaboration with the product managers and Enterprise Application Steering Committee
  • Collaboration with the Information Technology Operations Team

A permanent remote work arrangement can be considered for this role; however, the incumbent will be willing and able to travel to work onsite in Trail, BC as required from time to time.

The ideal incumbent will possess:

  • A Bachelor’s degree in Computer Science or equivalent or working towards completion. IIBA Certification and PMI certification are considered assets
  • A minimum of five years’ experience in the financial services industry with an understanding of standard banking processes and fiduciary controls, or an equivalent combination of education and experience
  • A minimum of eight years’ experience in application development with increasing responsibilities in management roles
  • Strong working knowledge of the application development life cycle, agile methodologies, quality assurance, and coding best practises
  • Project management experience to manage project teams from initiation to the completion of each project
  • A professional level of competence in the principles and practices of business analysis as well as demonstrate knowledge of the skills, tools and methodology of business analysis
  • Successful completion of an accredited coaching training program. Completion of ICF Accreditation would be considered an asset

Credit Union Engagement Specialist – PPJV – 12 Month Term

About PPJV

In response to the rapidly changing payments landscape and the multiyear Payments Canada modernization initiative, the Centrals of Alberta, Manitoba (CUCM) and Saskatchewan formed a joint venture known as PPJV on behalf of all prairie credit unions. PPJV resources are in year two of a multi-year project to move to a payments as a service model with IBM. They are also intent upon streamlining the payments functions between the three Centrals.

The Position::

This position is responsible to support Engagement and Communication Workstreams with credit union communication and relationships across PPJV payment streams which include DIP, AFT, Wires, GUI, Cheques, Bill Pay, Tax Pay, Leadfi and Etransfer.

Key Accountabilities:

  • Develop and implement onboarding activities to ensure business readiness including onboarding readiness sessions, readiness checklist sessions and the creation of readiness checklists and Quick Reference Guides.
  • Manage the cadence for interactions with cohorts for designated products including tracking and communicating potential issues/risks, supporting timely business and tactical messaging for credit unions to stay abreast of product progress, providing demos and product readiness timelines.
  • Develop and maintain access to product documentation on Teams including onboarding documentation for credit unions, product workshops and information session recordings, key messages and credit union impact documents.
  • Act as key contact point for interaction between credit unions, integration partners and PPJV team members for designated products. Respond to credit union enquiries, liasing with other internal resources as needed.
  • Support maintenance of credit union data spreadsheets and product statistics.

Position Requirements

  • High School diploma complemented by a 2 year diploma/or additional courses in related areas.
  • 7-10 years of progressive experience in a credit union or other financial services entity.
  • Member/Customer service and account management experience including issue resolution.
  • “Back office” experience with various payment streams.
  • Strong technology skills including use of full Microsoft Office suite and online communication tools, coupled with proven planning and organizing competencies.
  • Training, coaching and facilitation experience, the ability to craft clear communications and basic project management skills will differentiate the top candidates from others.
  • Ingenuity, discretion and judgement coupled with proven ability to work independently and on teams are necessary for success in this role.

  • A post-secondary education.

  • CFP, IFIC, and LLQP qualifications (or equivalent). Additional industry designations or specializations are an asset.

Manager, Regulation & Credit Risk Assessment

The Credit Union Deposit Guarantee Corporation provides risk-based regulatory oversight and a deposit guarantee to enable a safe and sound credit union system in Alberta.

This position reports to the Assistant Vice President, Regulation and Credit Risk Assessment and is accountable for the oversight of the credit risk management function and processes at assigned credit unions.  Key responsibilities include; credit adjudication, credit risk identification and mitigation, communicating with various levels of management and Boards of Directors within the credit union system to address risk findings, and promoting the safety and soundness of the Alberta credit union system.

THE POSITION
  • Adjudicates credit applications within assigned lending limits and completes loan reviews for assigned credit unions to ensure acceptable risks are underwritten.

  • Leads or supports credit risk assessment for 2-3 credit unions/year, with approximately 1 week in duration on-site for compliance verification

  • Consults proactively on emerging issues with assigned credit unions and develops recommendations for changes to guidelines, procedures and best practices.
  • Works independently and as part of a team.
  • Travel may be required to credit unions within Alberta once all public health orders, during COVID-19, have been lifted.
 THE PERSON
  • 7 years of recent experience in commercial credit underwriting and credit adjudication, with additional experience in mid-sized loans with a broad scope in industries, including commercial real estate, hospitality, agriculture, and consumer from a financial institution in Canada.
  • University degree in a related discipline e.g. business/finance/accounting, risk management certification, etc. is preferred.
  • An equivalent combination of education and experience will be considered.
  • Strong understanding of credit risk management principles, including portfolio risk, lending to high risk industries and inherent credit risks.
  • Comprehensive knowledge of loan underwriting standards, lending guidelines and loan security documentation
  • Experience in the Alberta credit union system is an asset
  • Demonstrated ability to exercise sound judgement and apply an analytical approach to problem solving and decision making.
  • Collaborate with and lead in both small and large team environments.
  • Excellent relationship building skills with the ability to communicate both verbally and in writing with a wide variety of people.
  • Strong computer competency in Microsoft Office Suite.

The Opportunity

CVCU is looking for an experienced Finance Manager / Controller to manage the finance and accounting functions of the credit union.  This is a 12-month employment opportunity working either remotely or in our office in Golden, BC.

Reporting directly to the CEO, the Finance Manager is a member of the credit union management team, contributing to our success in achieving organizational goals.  This role is responsible for the financial planning, accounting, financial analysis and financial reporting for the credit union, and manages financial systems, process and controls.  Ultimately this position provides value by mitigating risk and ensuring the integrity of the credit union’s financials.

Some of the specific accountabilities of this role include:

  • Participates in the development of annual business plans and goals aligned to the strategic plan, and ensures successful achievement of all objectives.
  • Monitors industry trends and maintains current knowledge of credit union financial systems, and legislative and regulatory requirements.
  • Leads the annual budget process.
  • Manages the full financial year accounting cycle for the credit union.
  • Manages accounts payables, receivables and pre-paids.
  • Monitors and analyses operating results versus the budget; provides interpretation and investigates, corrects and/or recommends corrective action to management concerning budget variances.
  • Provides oversight of payroll.
  • Provides all required financial reporting – documenting and presenting current and projected financial performance for management, board members, regulators, and other stakeholders.
  • Responsible for all financial tools, processes, procedures and ensuring appropriate financial controls are in place; makes recommendations to the CEO where changes in policy are required to address gaps or strengthen existing practices.

Qualification and Skill Requirements:

We’re looking for someone with a post-secondary education in Accounting, Finance, Business Administration or related field, and CPA designation completed or in progress.  Previous experience in progressively senior accounting positions within the financial services industry is required, ideally within a credit union.  An equivalent combination of education and experience will be considered.

To be our ideal candidate, you will also have:

  • Knowledge of finance, accounting, budgeting and cost control principles, and an understanding of credit union regulatory requirements,
  • Excellent interpersonal skills and the ability to interact with staff, members and suppliers in an effective and diplomatic manner,
